I am assuming you mean the fast blasts, like at the start of Crown Of Horns yeah?
If so, this is called a Hyperblast. You hit the snare drum very fast (like 300bpm 8th notes) and play the bass drum for every snare note... but split over the 2 feet.
Here is a video of the drummer from Brodequin playing a hyperblast.

Hope this helps.

No, sorry... i maybe should have explained it more clearly.
The snare drum, bass drum and cymbal are all hit on the same beat. However, the hands go so fast that you need to use 2 feet to keep up.
Do this real slow :
On the same beat -
Snare Drum, Cymbal and Right Foot. All hit at the exact same time.
then
Snare Drum. Cymbal and Left Foot. All hit at the exact same time.
this is simply repeated... at a very fast pace.
Essentially, the snare and cymbal are doing 8th notes at around the 300bpm mark. The feet are also playing 8th notes, of course. However, EACH foot is only playing quater notes... but together that becomes 8th notes.. and locks in with the faster hands.

I don't know really, but it seems to me that the fastest he's done is maybe 260 bpm, but I thought the hyperblasts were 16ths? I don't know, just thought I'd ask.

I'm pretty sure that a hyperblast beat would be doing a one handed drum roll with the left hand while keeping the hand doing 8th notes on the ride cymbal...
a good example of such blast beats would be on Af a Blisterlitjernet by Asmegin,
the song can be found here:

Hyperblasts often come out to 16th notes and it is up to the discretion of the drummer whether or not he is going to accompany the hands with 16th or 8th notes on the bass drums.
Flo Mounier seems to mostly use regular old blast beats on None So Vile. The fast tempos Cryptopsy plays at could make it sound like hyper blasts. It also sounds like Flo is using 8th note triplets as well, which will sound faster because there are 12 of them per measure as oppose to 8 per measure.
Terrifyer suggested is right. If you practice his exercises with a metronome you will get faster. Just be sure to stay relaxed, that is where your real speed comes from.
Just one other aside, many death metal drummers that play as fast as Flo does will tell you when your doing blast beats its a good idea to keep rebounds low so that you can play faster. But you won't typically need to do that till the 210+ mark. And I like to keep my snare as loud as possible because I hate triggers.
