Keeping all fingers close to the fretboard is a great stratigy for become a great bassist/guitarist, etc. As for a guitarist lets say your doing a legto exercise as fast as to can. Well if your fingers raise too far away from the neck its gonna slow yea down. So the key thing here is distance=time. I myself am trying to master this stratigy by practing paganini's 5th Caprice slowly focusing on my digits and increasing the tempo on my metronome. Wasys to master this is to practice, riffs, licks, arps, scales and whatever slowly paying close attention to your fretting hand and making sure they hover over the strings. Even the fingers your not using @ that moment.

Here's my teacher w/ a great fretting hand (who also taught me this idea).

Now heres the bad habit of a fretting hand (notice how they curl up and rise far)

Uhh.. thanks?

But damn you can barely even see his fingers moving. He does have the skill.

But it's a shame that was one of the most annoying shreds I've ever heard.

That really isn't his style. He just posted that to be goofy.

Do what feels comfortable. Jason Becker can play pretty damn fast with that "bad" technique. So if you feel like you it's better to keep them close, then do so. I personally don't think it's neccessary.
