When I heard the first minute or so of Mammal Sauce, I didn't know what the hell to think except, "What the fuck is this?" Now, it's one of my favorite songs of all time.

autotune, probably with the "glide" or whatever knob set very low

It's a vocoder. You blend two signals, one being the vocals and the other being whatever they used to make it sound like that. Similar to a talkbox for guitar.
